The Illiana tollway/ bypass is in the news today
Did you know that this bypass has been in transportation plans since the 1960's?
I know a lot of people don't want the thing, but as a driver in the Chicago area, I want this thing built to as full extent as possible. I want it to go as far east as possible, go as far west as possible, and intersect as many other highways as possible.
If it needs to be a tollway, so be it. I'd prefer a freeway, but I more prefer the thing be built as soon as possible.

I also say built it before everything in Northwest Indiana and Northeast Illinois is too developed to build another needed roadway before Route 2 and US 30 are perpetually clogged as I-80 / I-94 clog up over the coming years.
Roads will have to be built sooner or later. It's better to build them now while land prices are inexpensive and development isn't very dense.
