Gary is like Detroit, in that is has depopulated so much, and has so much open land, that non-urban land uses make more sense than keeping the city a city.
Of course, your really can't farm the land, in my opinion, unless it is also remediated, which is not cost effective.
For somebody living in the non-policed "less populated areas", I'd recommend stocking up on assault weapons before Obama bans them. ;)
Seriously, this article reinforces my idea that Gary should disincorporate and go back to being unincorporated Lake County, policed by the Sheriff. Areas of Detroit are similarly underpoliced.
Like Gary, the problem with Detroit is that people don't pay their property taxes, which is the main reason that they lose their homes. Disincorporation would solve that problem by cutting taxes dramatically.

That doesn't make Gary a huge turnaround story, but it does make you think.
